<p>Various media outlets are reporting that Manhattan customers are also experiencing difficulties making or receiving calls.</p>

<p>&#8220;Due to a software issue that occurred during routine maintenance activities, some customers on Long Island may be experiencing 3G wireless voice service disruption. We are currently working to move some 3G voice traffic to our 2G network to restore service to our customers while we resolve the 3G voice issue. We will provide more information as it becomes available and apologize for any inconvenience to our customers.&#8221;</p>

<p>Recently AppLabs commissioned Forrester Consulting to evaluate software testing trends. To explore these trends, Forrester developed a survey to identify the best practices, understandings, and results achieved by 100 of the Fortune 500 companies and studied additional relevant Forrsights survey results.</p>
<p>The results of the study published in July 2011 confirmed that of the 100 of the Fortune 500 companies studied:</p>
<ul type="disc">
<li>86% of companies that outsource testing report very impressive results</li>
<li>75% have budgets allocated specifically for testing and testing automation,  47% of those companies have testing budgets of $50 million to $1 billion or more</li>
<li>Forrsights survey data also indicates an expected 5% to 10% increase in outsourced testing and testing automation</li>
</ul>

<p>Also, in the study a few testing-only and multidisciplined vendors seem to stand out in terms of recognition and engagement, and the large Tier 1 Indian vendors are not among the top five. Additionally, testing consulting ranked as a high interest for this group of companies, which was further emphasized by the fact that 100% of those spending $1 billion or more on testing use testing consultants.</p>

			<content:encoded><![CDATA[<p><img class="alignleft size-full wp-image-143" title="" src="http://qasoup.com/wp-content/uploads/2011/05/news.png" alt="" width="128" height="99" />HILO &#8212; Unlike its state counterpart, the Hawaii County Redistricting Commission has agreed to leave nonresident military families and students out of its population counts when drawing new political maps.</p>
<p>The problem is, those excluded populations haven&#8217;t yet been removed from the state software the county is relying on, a factor that had the county board chafing Thursday as its deadline for community input approaches.</p>
<p>&#8220;I would say, don&#8217;t hold your breath, considering their track record,&#8221; said Commission Chairwoman Rene Siracusa.<span id="more-567"></span></p>
<p>The Redistricting Commission is charged with developing County Council district maps based on population growth trends revealed by the 2010 census. The state Reapportionment Commission is responsible for setting congressional boundaries and the districts for state senators and representatives.</p>
<p>Hawaii County has only a handful of nonresident military families, so their number isn&#8217;t expected to change boundaries. But the University of Hawaii at Hilo and Hawaii Community College have a combined 1,388 nonresident students, the vast majority of whom live in East Hawaii.</p>
<p>Hawaii Island&#8217;s population with nonresident military and college students removed is roughly 183,691, so an ideal County Council district would be 20,410 people. But other factors also have to be included in creating district laws, such as keeping communities together and creating compact, contiguous districts that avoid gerrymandering.</p>
<p>The commission agreed to let Commissioner Mike Middlesworth pinpoint the student populations by ZIP code to match them against the districts, rather than wait for the state to get moving. Once the state changes the numbers, the maps created before them will automatically be updated.</p>
<p>&#8220;I think we should have on every agenda, consideration of maps,&#8221; said Middlesworth, urging the commission to move forward.</p>
<p>The commission agreed, and set an Aug. 11 meeting that will include review of half a dozen maps created by commissioners and the county Office of Elections.</p>
<p>Population growth patterns almost dictate that Puna will get a second council seat, with Hilo losing representation because it hasn&#8217;t grown as fast.</p>
<p>The commission decided to keep map submittals by commissioners and the public anonymous, so each can be judged on its own merits.</p>
<p>&#8220;I think it&#8217;s very important we don&#8217;t attach our names to any of the plans,&#8221; said Commissioner Jeffrey Melrose.</p>
<p>The commission set a Sept. 1 deadline for the public to submit alternate plans. Eleven public hearings will be held in October and November, one in each of the nine districts and one each in Hilo and Kona, with a final plan adopted in November.</p>
<p>&#8220;I&#8217;d truly love to get a packed house,&#8221; said Commissioner Patrick Kahawaiolaa, who also served on the 2001 redistricting commission. &#8220;But there are enough people interested and asking enough questions to make us do what we need to do.&#8221;</p>

<p>The testing technique is completely non-invasive which makes it an extremely useful testing tool in defence, security, medical devices and media industries.<span id="more-551"></span></p>
<p>The latest version of the tool is enhanced with a number of features which improves the ease and effectiveness of automated testing.
